“I think ‘yung issue lang po talaga is ‘yung could it be face-to-face, or could it be virtual? Marami rin pong mga hindi makakarating na heads of state from ASEAN personally,” ayon kay Roque.
Gayunpaman si Foreign Affairs Secretary Teodoro Locsin Jr. ang kakatawan kay Duterte sa ASEAN summit, ayon sa Department of Foreign Affairs.
Tiniyak naman ni Locsin na binibigyan ng halaga at suportado ng Pangulong Duterte ang ASEAN summit na isang special Leader’s Meeting para pag-usapan ang mga suliranin sa rehiyon kasama na ang recovery efforts, mga sitwasyon sa Myanmar, ASEAN community building efforts, external relations, at regional and international issues.
“The Philippines strongly supported the convening of the meeting even without the full attendance of all ASEAN leaders,” ayon sa DFA. “The President, through Secretary Locsin, will convey the Philippines’ commitment to ASEAN’s collective efforts in addressing threats and challenges to peace and stability in the region,” dagdag pa nito.
