Nagsagawa ang House Committee on Public Order and Safety ng Technical Working Group (TWG) meeting para sa substitute bill kaugnay ng organizational structure ng Philippine National Police (PNP) gayundin ang sahot at allowance nito.
Isinumite ngayong araw ng TWG na pinamumunuan ni Antipolo City Rep. Romeo Acop at kinabibilangan ni 2nd District, Surigao del Norte Rep. Ace Barbers sa mother committee ang pinal na draft ng panukala.
Ang panukala ay batay sa House Joint Resolution 11 na inihain nina Speaker Ferdinand Martin Romualdez at House Majority Leader Manuel Jose Dalipe.
“In order to be responsive to the current challenges of law enforcement, such as kidnapping, human trafficking, terrorism, cyber-crimes, illegal drugs, and other public safety concerns, including effective humanitarian assistance and disaster response, there is a need for the PNP to adopt a structure to address emerging threats and the impact of globalization, or advancing technology,” sabi sa HJR 11.
Kasama rin sa panukala ang promotion ng mga third level police commissioned officer na naitala sa iba’t ibang posisyon sa PNP.
Ayon sa HJR 11, mula nang maisabatas ang DILG Act of 1990 (RA 6975) na inamyendahan ng RA 8551, nagbago na ang organizational structure ng PNP at sinang-ayunan ito ng Napolcom.
Sa pagdinig ng TWG, sinabi ni Acop na layunin ng HJR 11 na itama ang mga hindi pagkakapareho ng mga guidelines na inilabas ng PNP at Napolcom.
