MARAWI REHAB PINAMAMADALI NI PBBM

NANAWAGAN si Pangulong Ferdinand Marcos Jr. ng isang batas para mapabilis ang pagbangon ng Marawi City.

Sinabi ng Presidential Communications Office (PCO) na nagpalabas ang Pangulo ng Administrative Order (AO) No. 14 na naglalayong “institutionalizes the recovery, reconstruction and rehabilitation efforts” sa Marawi City.

Ang nasabing AO, nilagdaan ni Executive Secretary Lucas Bersamin noong Disyembre 22, ay naglalayon din na i-streamline ang mga tungkulin ng mga ahensiya ng pamahalaan para mapabilis ang implementasyon ng mga programa ng Marawi City at Iba pang apektadong lugar.

Ipinag-utos din nito sa Task Force Bangon Marawi (TFBM) na tapusin ang kanilang operasyon sa Disyembre 31, 2023, at ituring na “functus officio” sa Marso 31, 2024.

Tinuran ni Pangulong Marcos na ang pag-streamline sa tungkulin ng ahensiya ng pamahalaan ay mababawasan ang pagkaantala, i-promote ang “efficiency and organizational coherence” sa burukrasya.

“In order to reduce delays due to redundant and superfluous bureaucratic layers in the National Government and to accelerate reconstruction and recovery efforts in the City of Marawi and other affected localities, the Administration is actively pursuing the rationalization of the functional structures of government agencies in order to promote efficiency and organizational coherence in the bureaucracy consistent with the Rightsizing policy,” ang nakasaad sa AO, ayon sa PCO.

“To ensure institutional stability, it is imperative to institutionalize and strengthen the functions of implementing government agencies involved in the reconstruction and rehabilitation efforts in the City of Marawi and other affected localities,” dagdag ng AO.

Ang AO No. 14 ay nagbibigay ng kautusan sa mga ahensiya ng pamahalaan na madaliin at tiyakin ang pagkompleto sa mga proyekto at aktibidad sa pakikipagtulungan sa mga kinauukulang local government units (LGUs).

Agad itong magiging epektibo sa oras na mailathala na sa Official Gazette.

Sa ilalim ng AO, inatasan ang Department of the Interior and Local Government (DILG) na panatilihin ang kapayapaan at kaauyusan sa Marawi City at apektadong lokalidad.

Ipinag-utos naman ng AO sa Department of Human Settlements and Urban Development (DHSUD) na bilisan ang pangasiwaan at pagkompleto sa housing projects para sa mga apektadong residente.

“The Department of Public Works and Highways (DPWH) was also ordered to coordinate the complete restoration of public utilities such as water and electricity and the repair and re-construction of public buildings and infrastructure,” ayon sa PCO.

Inatasan naman ang Department of Health at Department of Social Welfare and Development na tiyakin na matutugunan ang pangangailangan ng mga residente sa kanilang kalusugan, sanitasyon, pagkain at Iba pang pangunahing pangangailangan.

Nanawagan naman ang AO sa Department of Trade and Industry (DTI) na magbigay ng “environment conducive” sa muling pagbuhay sa mga negosyo at livelihood activities.

Winika ni Pangulong Marcos na ang TFBM ay nilikha noong 2017 ang in-charge sa pangangasiwa sa Progresso at pagkompleto ng bilang programa at at aktibidad sa ilalim ng Bangon Marawi Comprehensive Rehabilitation and Recovery Program.

Gayunman, habang pinangangasiwaan ng TFBM ang mga aktibidad, “it was the government agencies which still executed the projects,” ayon sa AO.

Ang dahilan ng pagkantala ay bunsod ng “redundant and superfluous bureaucratic layers in the National Government,” ayon kay Pangulong Marcos.

Ipinag-utos din ng Pangulo sa TFBM na i- revert ang natitirang balanse ng TFBM Trust Fund sa Office of the President. Ang nabanggit na pondo ay nilikha noong Abril 13, 2018 sa pamamagitan ng memorandum of agreement sa pagitan ng dalawang tanggapan. “The TFBM was also ordered to “conduct an inventory of its assets, properties and ensure proper accounting and turnover of the funds; settle its outstanding obligations and submit a Consolidated Audited Report of Disbursements to the OP on or before March 31, 2024; and submit a Comprehensive Transition Report to the President,” ayon sa PCO.
