PAGDAGSA NG CHINESE STUDENTS SA CAGAYAN, BANTA SA SEGURIDAD

NABABABAHALA ang isang security analyst sa napaulat na pagdami ng Chinese students sa Cagayan, na posibleng banta sa seguridad.

Ayon kay Chester Cabalza, founding president ng International Development and Security Cooperation (IDSC), bagama’t welcome sa Cagayan ang mga dayuhang estudyante, ang biglaang pagdami ng Chinese student ay hindi pa nangyari dati.

“Cagayan hosts a number of students, Indian, South Korean… What is alarming here is the influx of Chinese students which never happened before… [considering the] geopolitical situation happening right now,” ani Cabalza.

Una nang naghain si Cagayan 3^rd District Rep. Joseph “Jojo” Lara ng resolusyon sa House of Representatives upang imbestigahan ang isyu, na inilarawan na lubhang kahina-hinala at nakaaalarma.

Ang Cagayan ay tahanan ng Naval Base Camilo Osias at Lal-lo Airport na kinikilala bilang Enhanced Defense Cooperation Agreement (EDCA) sites kung saan maaring ideploy ang mga tauhan ng US military gayundin ang kanilang mga supply at kagamitan.

Nakatanggap din ng report si Cabalza  kaugnay sa pagdami rin ng Chinsese students sa Subic, lugar na front ng West Philippine Sea.

“These are key strategic locations in Luzon,” saad niya.

“So you see the importance of this region. That’s the reason why all of a sudden we are wondering why these Chinese students are entering,” dagdag niya.

Kaya naman suportado ng security analyst na si Cabalza sa mungkahing imbestigasyon kaugnay sa isyu.

Hinimok din niya ang national government na “ipaunawa” ang konsepto ng national security sa local leaders, dahil sa huli ito ay problema ng local politics.

Nais din ni Cabalza na mas maghigpit pa at maging transparent ang higher institution sa Cagayan sa kanilang admission process at i-adopt ang mga polisiya ng international universities.

“There should be transparent policies or provisions how we accept these Chinese nationals to study in Cagayan… We have to be stringent because I myslef studied abroad and I had to submit a lot of requirement so that I can pass the entry in the universities abroad,” pagbabahagi niya.

Dapat ding ipatupad ang quota police upang hindi ito maging kahina-hinala sa lahat.

“I hope it’s not going to be a milking cow or diploma mill for these local government,” dagdag niya.

Samantala, nag-aalala rin si ACT Teachers Rep. France Castro kaungay sa nangyayaring kababalaghan sa isyung ito.

“We are worried of the influx of [Chinese] students, especially in EDCA sites. You cannot see that in other parts of the country. We are worried at meron tayong duda na meron itong sleeper cells,” aniya.

Nauna nang sinabi ng China na wala itong sleeper cell sa Pilipinas at inakusahan ang bansa ng “sinophobia.”
