P20K REWARD SA BAWAT MAPAPATAY NA TULAK

KINUMPIRMA ng kontrobersyal na aktibong opisyal ng Philippine National Police (PNP) na kalakip ng madugong giyera kontra droga sa ilalim ng nakalipas na administrasyon.

Sa pagdalo ni Police Colonel Jovie Espenido sa pagpapatuloy ng pagdinig ng quad comm sa kaugnayan ng illegal POGO, drug trade at extrajudicial killings, hayagan niyang inginuso ang mga offshore gaming operations na di umano’y pinanggagalingan ng pondong ibinibigay naman sa mga pulis na kasama sa anti-drug operation.

“Even intelligence funds were used in the drug war. POGO money was also used. After these POGOs were able to register with the government,” wika ni Espenido sa pitong-pahinang salaysay.

Totoo rin aniya ang “quota at reward system” sa mga pulis na nakakapatay ng drug suspects.

“I confirm that there was a quota and reward system in the implementation of the war on drugs during the previous administration. I truly wanted to implement it without causing deaths. When the leadership imposed a quota of 50-100 per day, we only took it to mean that we had to knock on the doors of 50-100 households suspected of drug use or pushing,” dugtong ng tinaguriang berdugo.

“I know that there was a reward of 20,000 pesos per kill in the drug war. The funding came from operators of the Small-Town Lottery (STL), or jueteng lords who give money to the police regional commanders, provincial commanders, down the line. The group or individuals who make the kill receive the money,” dagdag pa niya.

Bukod sa mga pulis, pasok din umano sa reward system ang mga tinawag niyang vigilante na nakakapatay ng mga pinaniniwalaang sangkoyt sa kalakalan ng droga.

Ayon kay Espenido ang pera ay hinahatid ng mga “bagman” sa mga matataas na opisyal ng PNP.

“I personally know some of the bagmen. Many PNCO (non-commissioned officers) who were my classmates were murdered. They were bagmen acting at the beck and call of regional and provincial directors.”

Gayunpaman, nilinaw ng koronel na may ilan pang bagman na buhay pa at handang magsalita sa komite.

“The intelligence officer I mentioned can discuss this further. Those at the Anti-Illegal Drugs Group (AIDG) are also conversant about the funding. They can help identify the police personnel who actually received money in exchange for kills in the course of the drug war.” Kasalukuyang nasa floating status si Espenido.
