BINAWI ng Commission on Audit ang Notices of Disallowance na inisyu nito laban sa Civil Aviation Authority of the Philippines (CAAP) sa unauthorized payment nito ng P192.19 milyon sa achievement bonuses noong 2014.
Sa botong 2-1, kinatigan ng COA en banc ang apela ng CAAP at binaliktad ang naging January 24, 2022 decision nito na nagpatibay sa NDs.
Bumuto sina COA chairperson Gamaliel Cordoba at Commissioner Mario Lipana pabor sa pagbawi ng disallowance habang hindi sang-ayon si Commissioner Roland Café Pondoc.
Tinukoy ng COA ang April 29, 2016 memorandum na inisyu ng noo’y Executive Secretary Paquito Ochia Jr., kung saan tinugunan ang pangunahing dahilan para sa disallowance.
“The payment of Achievement Bonus for 2014 was disallowed principally on the ground that it was granted without authority. In this case, since the Executive Secretary issued a post facto approval, the defect of the absence of authority to grant the Achievement Bonus is cured,” ayon sa COA.
