Smuggled Agricultural Goods nasabat sa Navotas City

DAHIL sa pinagsamang pagsisikap upang labanan ang ipinagbabawal na kalakalan at protektahan ang mga lokal na industriya ng agrikultura, pinangunahan nina Bureau of Customs (BOC) Commissioner Bienvenido Rubio at Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr., ang operasyon upang masabat ang iba’t ibang agricultural products sa Dagat-dagatan, Navotas City.

Naglunsad ng surveillance operation ang pinagsamang mga ahente ng BOC of Port of Manila-Customs Intelligence and Investigation Service (POM-CIIS), sa pangunguna ng kanilang team leader na si Joel Pinawin at DA, matapos makatanggap ng intelligence information mula sa confidential informant kaugnay sa isang compound na pinagkukublihan ng mga smuggled na agricultural products.

Noong Agosto 15, 2024, sa tulong ng Northern Police District – Navotas Police Station sa pamumuno ni Police Lieutenant Colonel Randolf Asuncion at mga lokal na opisyal ng barangay, nagsagawa ang team ng inpseksyon at nadiskubre ang dawalang cold storage units na naglalaman ng iba’t ibang agricultural goods.

Sa loob ng storage units, natagpuan ng mga awtoridad ang 63 metrikong tonelada ng imported na sibuyas, carrots, kamatis, pickled radish at egg noodles. Ang mga nasabat na agricultural goods ay inimbak na walang wastong payment at tax na dapat bayaran sa gobyerno.

Sa pagberipika ng intelligence operations, agad sinelyuhan ng BOC agents ang mga pintuan ng warehouse upang i-secure ang mga nakumpiskang agricultural products.

Nakipagtulungan din sa operasyon ang staff ng Business Permit and Licensing Office, SWAT Teams at barangay representatives, upang matiyak na magiging matagumpay ang operasyon.

Tumulong din sa BOC at DA ang Local Government Unit ng Navotas City, sa pamumuno ni Mayor John Rey Tiangco at Philippine Coast Guard – Task Force Aduana (PCG-TFA), sa ilalim ng pamumuno ni CG Captain Alvin Dagalea.

“This successful operation is a testament of our relentless effort to crack down on the smuggling of agricultural products,” ayon kay BOC Commissioner Rubio. “We are resolute in our mission to protect our local farmers and industries from unfair competition and ensure that those who violate our laws are held accountable. This is just one of many steps we are taking to intensify our crackdown on smuggling activities,”  dagdag niya.

Sinabi naman ni Customs Intelligence and Investigation Service (CIIS) Director Verne Enciso na tumanggi ang warehouse owners, representatives, lessees, lessors, o occupants na tanggapin ang Letter of Authority (LOA) na inisyu ng commissioner.

“Because the warehouse representatives refused to acknowledge the LOA, they resorted to forcing open the inner gate door of the cold storage and container doors,” aniya.

Pinuri naman ni Intelligence Group Deputy Commissioner Juvymax Uy ang operasyon at binigyang-diin ang kahalagahan ng isang whole-of-government approach upang sugpuin ang smuggling sa bansa.

Ang may-ari at mga kinatawan ng mga cold storage facilities ay maaaring maharap sa kasong paglabag sa Section 1400 (misdeclaration in goods declaration) at Sec. 117 (regulated importation) in relation to Section 1113 (property subject to seizure and forfeiture) ng Republic Act No. 10863, o mas kilala sa tawag na Customs Modernization and Tariff Act (CMTA).
