PCOO SINERTIPIKAHAN ANG CDC BILANG FOI-COMPLIANT

CLARK FREEFORT – Na-verify at sinertepikahan ng Presidential Communications Operations Office (PCOO) ang buong pagsunod ng Clark Development Corporation (CDC) sa pinahusay na Freedom of Information (FOI) requirements.

Punatunayan at kinilala ng PCOO ang compliance ng state-owned firm sa Executive Order No. 2, na nilagdaan ni Pangulong Rodrigo Duterte.

Natugunan din ng CDC ang requirements ng Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting System on the FOI program, na tinutukoy sa Section 5.7b ng Joint Memo Circular No. 2020-1.

Nakamit ng CDC ang FOI full compliance sa pamamagitan ng inisyatibo at direktiba ni CDC President and CEO Manuel R. Gaerlan. Naging posible ang accomplishment na ito dahil sa pinagsamang pagsisikap ng CDC Management, CDC FOI Committee at iba’t ibang divisions tulad ng CDC CDC-Records Management Division at CDC-Information Technology Department (ITD).

Ibinahagi ni External Affairs Department (EAD) Assistant Vice President Rommel Narciso, na nagsilbi ring bilang CDC-FOI Committee Chairman, ang kahalagahaan ng pagtupad sa FOI requirements.

 “Compliance with FOI is important because it strengthens the right to information as enshrined by the constitution. FOI allows Filipino citizens to request any information about government transactions and operations, provided that it shall not put into jeopardy privacy and matters of national security,” saad niya.

Sinabi pa ni Narciso, sa ilalim ng direksyon ni Gaerlan, nakuha ng state-owned corporation ang FOI accreditation, na nagpapatibay sa pagsusulong ng transparency sa lahat ng operasyon at serbisyo ng CDC.

 “CDC exerts its best effort to provide access to information and official documents, while at the same time ensuring that the right to privacy and legitimate interests of the government, the company, its stakeholders, locators, clients, and employees are all protected,” dagdag Narciso.

Upang makamit ang FOI verification at certification, inihanda at isinumite ng CDC ang sumusunod: Updated People’s Freedom of Information Manual, FOI Reports comprise of Agency Information Inventory and FOI Registry and summary, Agency’s website home page na may visible at functional FOI logo na naka-link sa electronic FOI portal, at modified one-page FOI manual na may email address sa ilalim ng ahensiya kung saan puwede ipadala ng mga kliyente ang kanilang request.

Ipinatutupad ang FOI program sa lahat ng ahensiya ng gobyerno at public institutions base sa constitutional rights sa impormasyon tulad ng nakasaad sa Section 28, Article II ng 1987 Constitutions tungkol sa “state policy to full public disclosure of all its transactions,” maliban sa sensitibong impormasyon at mga bagay na nakaapekto sa national security.
