PACQUIAO PAIIMBESTIGAHAN ANG KORAPSYON SA AYUDA DISTRIBUTION

Naghain ng isang resolusyon si Senador Manny Pacquiao para imbestigahan ng Senado ang diumano’y pagkabigo ng Department of Social Welfare and Development (DSWD) na ipamahagi ang P10.4 bilyong halaga ng Social Amelioration Program (SAP) fund o mas kilala sa tawag na “ayuda”.

Inihain ni Pacquiao ang Senate Resolution 779, halos dalawang linggo matapos niyang ibunyag ang diumano’y katiwalian sa pamamahagi ng ayuda sa pamamagitan ng e-wallet service na “Starpay”.

“There is an urgent need to look into this anomaly to untangle the web of corruption involving DSWD and Starpay which has robbed our people of economic resources and denuded the government of its basic capacity to provide a lifeline to the vulnerable segment of the society that has been hit the hardest by the current pandemic,” sabi ni Pacquiao sa resolusyon.

“Be it resolved by the Senate, to direct the appropriate Senate Committee to conduct an inquiry, in aid of legislation, to look into and recover the P10.4 billion missing funds under the Social Amelioration Program disbursed by the Department of Social Welfare and Development through electronic wallet application Starpay,” dagdag nito.

Sabi ni Pacquiao, 500,000 lamang sa kabuuang 1.8 milyong benepisaryo ang nakapag-download ng Starpay application.

Sa ilalim ng disbursement scheme, ang mga benepiyaryo ay puwedeng tumanggap o mag-withdraw ng anumang subsidiya sa ilalim ng programa na hindi na kailangan ng access at pag-download ng Starpay app.

“This means around 1.3 million projected beneficiaries were unable to download the said e-wallet application and therefore could not have electronically received through Starpay the subsidy amounting to P10.4 billion earmarked for them,” sabi ni Pacquiao sa resolusyon.

“However, records from the DSWD show that all of these payouts have already been completed,” dagdag pa nito.

Nauna nang pinabulaanan ng DSWD na may nawawalang pondo sa pamamahagi ng financial aid para sa mga low-income na pamilya na labis na naapektuhan ng COVID-19 pandemic.

Ibinunyag ni Pacquiao ang anomalya matapos siyang kastiguhin ni Pangulong Rodrigo Duterte dahil sa akusasyon ng una na mas lumala ang korapsiyon ngayon kumpara sa mga nagdaang administrasyon.

Hinamon pa si Pacquiao ni Duterte na pangalanan ang mga opisyal at ahensiyang sangkot sa katiwalian.

Tinanggap naman ng senador ang hamon ng Pangulo at ibinunyag ang diumano’y katiwalian sa DSWD, Department of Health at Department of Energy.
