NAVOTAS NAKAPASA SA DILG GOOD FINANCIAL HOUSEKEEPING

NAKAPASA ang Pamahalaang Lungsod ng Navotas sa 2022 Good Financial Housekeeping (GFH) na pamantayan ng Department of the Interior and Local Government (DILG) para sa malinaw at natatanging paggamit nito ng pampublikong pondo.

“The seal of good financial housekeeping serves as validation of our efforts to spend our budget and finances in a transparent and honest manner while delivering programs and services most beneficial to our constituents,” ani Mayor John Rey Tiangco.

“We owe this recognition to our city government employees for their continued commitment to provide quality public service, and to all Navoteños for their unwavering support to our brand of governance,” dagdag niya.

Ang isang local government unit na pumasa sa GFH ay sumusunod sa Full Disclosure Policy (FDP) ng Local Budget and Finances, Bids, at Public Offerings. 

Labing-apat na dokumento tulad ng Annual Budget, Statement of Receipts and Expenditures, Annual Procurement Plan o Procurement List, Bid Results On Civil Works, Goods and Services at Consulting Services, bukod sa iba pa ay kailangang mai-post sa tatlong kapansin-pansing lugar at ang FDP portal sa isang maigsi at napapanahong paraan.

Ang pagtanggap ng GFH ay nangangailangan din ng hindi kwalipikado o kwalipikadong Commission on Audit (COA) na opinyon ng kaagad na naunang taon.

Nakuha ng Navotas ang Unqualified Opinion ng COA, ang pinakamataas na markang na ibinibigay nito sa isang LGU o ahensya ng gobyerno, sa loob ng pitong magkakasunod na taon. Ito ang nag-iisang LGU sa Metro Manila na may ganoong record.

Noong nakaraang taon, pinagkalooban din ang lungsod ng DILG Seal of Good Local Governance (SGLG).

Ang GFH ay isang bahagi ng SGLG kasama ng Disaster Preparedness; Social Protection; Health Compliance and Responsiveness; Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Tourism, Heritage Development, Culture and the Arts, at Youth Development.
