NATIONAL POLICE CLEARANCE REQUIREMENT TABLADO SA DOLE (Dagdag pasakit sa publiko)

IBINASURA ng Department of Labor and Employment ang panukala ng Philippine National Police na isama sa requirement ang national police clearance (NPC) para sa DOLE transaction.

“While good-intentioned, requiring DOLE’s clientele to secure NPC to avail of our services will do more harm than good,” ayon kay Labor Secretary Silvestre Bello III sa isang liham kay PNP chief General Debold Sinas kahapon.

Ang naturang liham ay ipinadala sa mga reporter ngayong araw, Mayo 5.

Ayon sa kalihim, 94% o karamihan sa mga kinunsulta ay hindi pabor sa proposed requirement.

“It is a form of red tape to all and an additional financial burden to many,” saad ni Bello kay Sinas.

Nabanggit din ng labor chief ang Republic Act. No 11032, o mas kilala bilang Ease of Doing Business and Efficient Government Services Delivery Act of 2018, na layong i-streamline ang mga proseso ng gobyerno.

“Further, there is no legal basis in requiring DOLE’s clientele to secure NPC. It may even violate pertinent provisions of the 1987 Constitution, Labor Code of the Philippines, as renumbered, and other existing legislation,”  ani Bello.

“We are with the PNP in building a safer place for the Filipino. We can achieve this without adding burden to the transacting public and the people we serve,” dagdag pa nito.

Una rito, sinabi ni Bello na tutol ang mga manggagawa, employers, ang National Economic and Development Authority, at Anti-Red Tape Authority sa karagdagang layer ng burukrasya.

Punto pa ng labor groups na banta sa industrial peace ang panukalang requirement at paglabag sa constitutional right para iorganisa.

Welcome naman para kay Sentro secretary-general Josua Mata ang desisyon ng DOLE.

“We are glad DOLE rejected the PNP’s proposal. To be honest, that’s the only acceptable decision for us,” masayang pahayag ni Mata.
