MARIKINA CITY ENGINEER, 6 PA SUSPENDIDO DAHIL SA PANGINGIKIL

PINATAWAN ng anim na buwan na preventive suspension ng Office of the Ombudsman ang pitong opisyal ng Marikina City Engineering Department dahil sa umano’y pangingikil kapalit ng mabilis na tracking ng building at occupancy permits.

Kabilang sa sinuspinde ay sina City Engineer and Building Officials Kennedy Sueno, Enforcement Section Chief Romeo Gutierrez, Jr., Building Inspector and Zoning Officer II Marlito Poquiz, Electrical Inspector and Electrician Foreman Alex Copreros, Engineer III Mark De Joya, Secretary and Administrative Aide III Abigail Joy Santiago a.k.a Abby Salvador at Electrician Foreman Manuel Santos.

“This Office finds sufficient grounds for the issuance of an Order for Preventive Suspension against respondents Sueno, Gutierrez, Poquiz, Corpreros, De Joya, Santiago,  and Santos considering that there is strong evidence showing their guilt,” ayon sa utos ni Ombudsman Samuel Martires.

Nakasaad din sa kautusan na: “The charges against them for grave misconduct and conduct prejudicial to the best interest of the service may warrant their removal from the service; their continued stay in office may prejudice the investigation of the case filed against them; to preserve documents and evidence pertaining to this case which respondents have control and custody; and to avert the commission of further malfeasance and misfeasance in office by the respondents (those suspended).”

Ang hakbangin ng anti-graft body ay kasunod ng reklamo laban sa pitong opisyal ng siyudad na inihain ng mag-asawang Brian at Agnes Torres na nag-apply ng building permit sa Marikina City Engineering Office noong Agosto 2021.

Ayon sa mag-asawa, hinarap nila ang ilang mga balakid sa sa proseso ng pag-apruba at sinasabing pinilit sila ng mga tauhan ng City Engineering na magbayad ng kabuuang P430,000. Pero sa kabila nito, hindi pa rin naiisyu ang permit.

Setyembre 2021, nilapitan sila ng dating emplyeyado ng Rescue 161 ng siyudad upang tulungan sila sa pagproseso ng permit sa tulong ni De Joya at isang indibidwal na nagngangalang “Don.”Pagkatapos ay nagpatuloy ang mag-asawa  na magtayo ng bakod sa kanilang compound sa kalagitnaan ng Nobyembre 2021, pero inisyuhan sila ng Violation Notice.

They also said the construction was suspended from Dec. 20, 2021 to Jan. 20, 2022, and they were allegedly given a run around until April 19, 2022 when they received a Notice of Revocation of their Building Permit.

Sinabi rin nilang sinuspinde ang konstruksiyon mula Disyembre 20, 2021 hanggang Enero 20, 2022, at binigyan umano sila ng hanggang Abril 19, 2022 nang makatanggap sila ng Notice of Revocation ng kanilang Building Permit.

Matapos ang pagsusuri sa kanilang reklamo, sinabi ng Ombudsman na may sapat na batayan para sa paglalabas ng kautusan ng suspensyon laban sa mga inaakusahan dahil may malakas na ebidensyang nagpapakita ng kanilang pagkakasala.
