LTO PINATAWAG DRIVER, MAY-ARI NG TUMAOB NA JEEP SA QC

IPINATAWAG ng Land Transportation Office (LTO) ang rehistradong may-ari at driver ng pampasaherong jeep na sangkot sa madugong aksidente sa Quezon City nitong Linggo ng umaga, Abril 13.

Ayon kay LTO Chief, Assistant Secretary Atty. Vigor Mendoza II, inisyuhan na ng show cause order (SCO) ang registered owner at driver kung saan parehong inabisuhan ang dalawa na preventively suspended ang driver’s license ng huli ng 90 araw.

Inatasan din ang registered owner na dalhin ang nasabing pampasaherong jeep na sangkot sa aksidente sa LTO Central Office sa Quezon City para sa inspeksyon at pasusuri, kasama na ang mga dokumento sa prangkisa nito.

“We want to have a clear picture of what happened so that appropriate sanctions would be imposed. We will also ask the drivers of the other motor vehicles involved for a statement as well as coordinate with the local police which is conducting a separate probe,” ayon kay Asec Mendoza.

Base sa paunang imbestigasyon, naganap ang aksidente bandang alas-6:30 ng umaga at nagsimula nang mabangga ng pampasaherong jeep ang modern jeepney sa Commonwealth Avenue malapit sa panulukan ng Kasunduan Street.

Bilang resulta, tumaob ang pampasaherong jeep at kalaunan ay tinamaan ang kanang bahagi ng isang sedan.

Nagresulta ang aksidente sa pagkasawi ng dalawang katao at ikinasugat ng ilang pasahero.

Sa SCO na nilagdaan ni LTO Intelligence and Investigation Division chief Renante Melitante, hinimok ang driver na ipaliwanag kung bakit hindi dapat siya parusahan sa kasong Reckless Driving (Sec. 48 ng R.A. 4136), pagiging improper Person to Operate a Motor Vehicle alinsunod sa Sec. 27(a) ng R.A. 4136.

“Failure to appear and submit written comment/explanation as required shall be construed by this office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” mababasa sa SCO.

Matapos ang insidente, inatasan ni DOTr Secretary Vince Dizon ang LTO na paigtingin ang road worthiness sa lahat ng motor vehicles, partikular na ang passenger utility vehicles, bilang isa sa preventive measures.

Bilang pagsunod lalo na sa inaasahang Holy Week exodus, ipinag-utos ni Asec Mendoza sa lahat ng regional director at law enforcement unit heads sa buong bansa na paigtingin ang random at surprise inspections ng road worthiness sa lahat ng PUVs.

Una nang inihayag ng LTO ang kanilang road safety plan para sa Holy Week kabilang ang surprise at random inspection sa mga pampasaherong bus sa bus terminals, gayundin ang random drug tests sa mga driver at konduktor kung kinakailangan.

“We will also be coordinating with local government units and other law enforcement agencies for the deployment of our personnel for road assistance, traffic management and law enforcement,” ani Asec Mendoza.

“The instruction of our DOTr Secretary Vince Dizon is very clear: make the Holy Week travel of our kababayan as comfortable and as safe as possible through preventive measures for land, sea and air transportation,” dagdag pa nito.

Sinabi rin ni Asec Mendoza na nakapag-deploy na sila ng kanilang mga tauhan para magsagawa ng random at surprise road worthiness sa mga pangunahing kalsada.

“Marami sa ating mga kababayan ang responsable na alam ang gagawin kapag malayo ang biyahe. Subalit meron tayong mga kababayan na matitigas ang ulo na may motto na ‘bahala na’ at sila ang target natin,” ani Asec Mendoza. “We will be conducting interventions and preventive measures to compel these hardheaded motorists to behave and do their share in road safety dahil baka makadamay pa sila ng ibang motorista at road users in case of road accidents,” dagdag niya.
