EX-DAVAO PRISON CHIEF MAY ALAM SA PLANONG PAGPATAY SA 3 CHINESE INMATES

Sa pagpapatuloy ng imbestigasyon ng House of Representatives sa drug war, marami pang detalye ang nagbigay-linaw kaugnay sa umano’y extrajudicial killings sa ilalim ni dating Pangulong Rodrigo Duterte.

Sa muli niyang pagsalang sa pagdinig ng House Quad Comm, nagsumite ng panibagong sworn-affidavit si former Davao Prison and Penal Farm (DPPF) warden, Supt. Gerardo Padilla na aminado na ngayon sa nangyaring pagpatay sa tatlong Chinese nationals sa loob ng nasabing piitan noong taong 2016.

Base sa panibagong salaysay, idinawit din ni Padilla si dating Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma – bukod pa kay former President Rodrigo Roa Duterte.

“During the Public Hearing of the House Quad Comm held on Aug. 28, 2024, when asked if I had the conversation with then CIDG Garma, I denied it because I was under threat and I am concerned with my safety and that of my family who lives in Davao City,” paglalahad ng dating prison chief.

“In fact, and in truth, I had a conversation with CIDG Chief Garma as mentioned above but I did not divulge at the time for security reasons,” dugtong niya.

Matatandaan na inutos ng Quad Comm na ikulong sa loob ng 30 araw si Padilla sa Bicutan Jail matapos ma-cite in contempt sa pagtanggi aminin na batid niya ang pagpatay kina Chinese Chu Kin Tung, alias Tony Lim; Li Lan Yan, alias Jackson Li; at Wong Meng Pin, alias Wang Ming Ping.

Bago man isinalang si Padilla sa pagdinig ng Kamara, unang lumutang sa joint-hearing sina inmates Leopoldo Tan Jr. at Fernando Magdadaro, kapwa umamin pumatay sa tatlong Chinese nationals alinsunod umano sa utos ni Duterte batay sa sinabi ng warden sa kanila.

Ayon kay Padilla, sa pagitan ng taong 2015 at 2016 – panahong siya pa ang acting superintendent ng DPPF – nakausap niya di umano si Garma sa pamamagitan ng cellphone ni inmate Jimmy Fortaleza, na isang police major at kaklase sa academy.

“Prior to such killings, I have been subjected to intense pressure by then CIDG Officer Royina Garma who called me up through the cellphone of another inmate Jimmy Fortaleza,” paglalahad pa niya.

“Chief Garma told me ‘may mga tao kami dyan na gagawa at huwag mo na kwestiyonin, and whether you like it or not we will operate and do not interfere, baka madamay pa pamilya mo.’ She added that ‘mag cooperate ka na lang or mananagot ka sa amin,’” dagdag ni Padilla.

Inamin ng prison official na nangamba siya sa kaligtasan nila ng kanyang pamilya kung kaya hindi na siya tumanggi na maisagawa ang pagpatay sa 3 Chinese druglords sa loob mismo ng DPPF.

Isa namang ranking official ng naturang piitan ang tinukoy ni Padilla na mayroon ding sariling galaw sa kanilang pamamahala detention facility.

“Among the personnel I have strong inkling to consider as people referred to by Ms. Garma was then Deputy Superintendent for Security Operation Robert Quinto and inmate Jimmy Fortaleza,” pagsisiwalat pa niya.

“Since the time of the call of CIDG chief Garma, I have since desisted from interfering with the security operations of the DPPF and allowed Deputy Quinto to make his own moves,” dugtong ni Padilla.
