CDC, CWC NAABOT KASUNDUAN SA ACTION PLAN, TARIFF RATES SA CLARK

CLARK FREEPORT – Naabot ng Clark Development Corporation (CDC) at Clark Water Corporation ang mga tuntunin ng kasunduan sa pagpapatupad ng naaprubahang Compliance Action Plan (CAP) ng CWC, na requirements sa ilalim ng Department of Environment and Natural Resources (DENR)-Department Administrative Order (DAO) 2016-08.

Matapos lagdaan ng CWC at sumunod sa mga terms and conditions ng CDC sa pagpapatupad ng CAP, nakatakdang mag-isyu ang state-owned corporation ng Notice to Proceed (NTP) sa CWC upang isagawa ang naaprubahang plano.

Layon ng tuntunin na nakasaad sa agreement na matiyak na masusunod ang cost competitiveness sa paglikha ng mga negosyo sa naturang Freeport.

“The state-owned firm underscored the need to maintain “balance among all stakeholders and accept a tariff that is just for all locators in the Clark Freeport Zone with the end view of maintaining a competitive environment,” ayon sa nakasaad sa liham ng CDC sa CWC.

“As part of the terms agreed upon, the Sewage Treatment Plant (STP) capacity in the Freeport shall be at 25 MLD compliant with the DA0 2016-08 standards, while the water and wastewater tariff adjustment is capped at P4.35 per cubic meter inclusive of all related incidental and miscellaneous charges,” dagdag pa ng CDC.

Ang final tariff adjustment, na maaring mas mababa pa sa P4.35 per cubic meter, ay pagpapasyahan din ng CDC at CWC matapos ma-review at ma-evaluate ang cost estimates at Detailed Engineering Design (DED) na isusumite ng CWC.  Alinsunod dito, ipatutupad ang pagtaas ng taripa sa isang staggered basis sa susunod na apat na taon.

Samantala, sa future proposal sa pagtaas ng wastewater rates, tinukoy na ito ay isasaalang-alang lamang  kung ang naturang pagtaas ay dahil sa proposed increase ng STP capacity at sasailalim sa magkahiwalay na negosasyon alinsunod sa mga tuntunin ng Concession Agreement at sa ilalim ng principle ng napiling teknolohiya na itinuturing na most cost-effective option na available.

Ang pagpapatupad ng CAP ay bahagi ng mga requirement sa ilalim ng Water Quality Guidelines (WQG) at General Effluent Standards (GES) of 2016 na pinagtibay at naipalabas ng DENR.
