ACEF money makatutulong sa mga magsasaka at mangingisda na naapektuhan ng pandemya – Villar

PINATUTUKAN ni Senador Cynthia Villar, chair ng Senate committee on agriculture at food ang paglabas ng Agricultural Competitiveness Enhancement Fund (ACEF) na gagamitin bilang pantulong sa mga magsasaka at mangingisda na naapektuhan sa panahon ng pandemya.

Kasabay nito, hinikayat din Villar ang Department of Agriculture (DA) na i-report ang estado ng disbursement ng ACEF tulad na ginawa sa Rice Competitiveness Enhance Fund o RCEF.

“ACEF is another source of support for farmers, just like RCEF, so we would like to know if the funds are being distributed and utilized for their intended purposes and beneficiaries,” sabi ni Villar.

“The Senate Committee which I chair has oversight authority over ACEF, so we would like to look into it and get regular updates from the DA,” dagdag pa nito.

Si Villar ang pangunahing author at sponsor ng Republic Act No. 10848 o “An Act Further Extending the Period of Implementation of the ACEF” hanggang 2022.

Inamiyenda nito ang RA No. 8178, ang orihinal na pagbuo ng ACEF noong 1996, kung saan pinalitan ang quantitative import restrictions sa taripa sa produktong pang-agrikultura maliban sa bigas. Matatandaan na nagpaso na ang ACEF at itinigil na ang pagpapalabas nito noong 2015 dahil sa anomalya.

“ACEF was mishandled and misused before, we don’t want a repeat of that. The loans were extended to big corporations and influential people instead of to small farmers and fisherfolks,” ayon kay Villar.

“It’s been almost five years since ACEF utilization was extended, we want to see how effective it has been in uplifting the lives of farmers and fisherfolks,” sambit pa nito.

Layunin ng ACEF na tulungan ang mga magsasaka at mangingisdang Pinoy na maging competitive sa gitna ng regional competition nang maging apektibo ang ASEAN Economic Community limang taon na nakakaraan.

Sa ilalim nito, 80 porsiyento ng pondo ay gagamitin para sa pagbili at pagtayo ng agri-based production at processing machineries, equipment at iba pang pasilidad para maabot ang mokabagong agricultura practice na ima-manage ng Land Bank of the Philippines.

Sa natitirang 20 porsiyento, 10 porsiyento nito ay ilaan para sa research at development ng agricultural at fisher products at ang komersiyalisasyon nito, kabilang ang pag-upgrade ng research facilties ng kuwalipikadong state universities and colleges (SUCs) na hindi lalagpas sa P5,000,000 kada proyekto.

Ang natitirang porsiyento ay gagamitin naman para sa pagpondo ng comprehensive scholarship at grand-in-aid program para sa agriculture, forestry, fisheries, at veterinary medicine education, na ipapatupad ng Commission on Higher Education (CHEd).

Nakaasaad din sa batas na dapat magkaroon ng accounting sa mga kinokolekta mula sa Minimum Access Volume (MAV) at kinakailangang magsumite ng ulat sa ACEF Executive Committee or Execom at COCAFM na binubo ng Senate and at House Committees on Agriculture and Food, Appropriations and Finance.

Sinabi pa ni Villar na titingnan din ng kanyang komite ang reklamo ng mga grupo ng magsasaka na hindi pa rin nilalabas ng DBM ang nasabing ACEF funds.

Nauna nang hiniling ng DA sa DBM na ibigay na ang P2.1 bilyong ACEF funds para matulungan na ang mga magsasaka at mangingisda na naapektuhan ng COVID019 pandemic. “We are in a crisis right now, so farmers need all the support they can get to deal with setbacks caused by the ongoing pandemic. If the funds are there, then it should be released to the farmers and fisherfolks,” sabi ni Villar.
