Zubiri: GMRC ganap ng batas


NILAGDAAN na ni Pangulong Rodrigo Duterte ang batas na nagmamandato na isama ang Good Manners and Right Conduct (GMRC) classes sa K-12 program, ayon kay Senate Majority Leader Juan Miguel Zubiri.

Pinuri ni Zuburi, principal author ng Republic Act 11476, ang napapanahon na pag-apruba ng Pangulo. Inilibas ng Malacañang ang kopya ng naturang batas kasunod ng pahayag ni Zubiri.

“I hope the Department of Education can work on the IRR in time for the opening of classes come August,” saad niya sa isang pahayag.

“With many schools set on implementing distance learning, it’s going to be even more vital that we give our students formative guidance through GMRC and Values Education,” dagdag pa niya.

Umaasa si Zubiri na ang bagong batas ay makatulong sa kabataan na matutunan ang kahalagahan ng tamang asal sa kabila ng kawalan ng pisikal na pakikipag-ugnayan sa kanilang mga kaklase at guro sa gitna ng COVID-19 pandemic.

“When we drafted this law, we thought it would be important to bring back GMRC because it would arm our kids with stronger moral codes that they would need in order to navigate this increasingly technological world,” aniya.

“We didn’t anticipate that the world would basically grind to a halt, and all our interactions would move online. So the passage of this act is quite timely, and I hope it serves our students well,” dagdag pa niya.

Matatandaan na nawala bilang regular subject ang GMRC nang ipatupad ang K-12 curriculum noong 2013 at sinama sa Edukasyon sa Pagpapakatao (ESP) na binigyan lamang ng 30 minuto kada araw sa primary level at dalawa sa loob ng isang oras na sesyon para kada linggo sa secondary level.

Sa ilalim ng batas, isasama  sa araw-araw na learning activities sa kindergartens ang GMRC habang ituturo naman ito bilang hiwalay na subject sa Grade 1 hanggang 6.

“The Department of Education shall introduce GMRC through clear, distinct, specific, and concrete character building activities, such as role playing in the classroom, community immersion activities, teacher-parent collaborative learning activities, school-initiated values formation activities, simulated activities, and other forms of experiential learning,” nakasaad sa batas.

Dito ay tuturuan ang mga estudyante ng pag-aalaga sa sarili, pagtulong sa kapwa, respeto sa ibang tao, displina at kaayusan, at pagsusulong ng values gaya ng pagiging sinsero, tapat, masunurin at higit sa lahat, mapagmahal sa bansa.

Ituturo rin mula Grade 7 hanggang 10 ang values education bilang regular subject habang iintegrate na lang ang values education sa mga subject sa Grades 11 at 12 sa K-12 Basic Education Curriculum.

Sasakupin din ng pagtuturo sa GMRC ng ibang mahahalagang konspeto gaya ng respeto sa mga nakakatanda, intercultural diversity, gender equity, ecology at integrity of creation, peace and justice, obedience to the law, nationalism at iba pa.

Inatasan naman sa batas ang Department of Education na magsagawa ng training para sa mga guro na magtuturo ng GMRC at Values Education.
